Program Manager - Support Coordination

Position Summary:   Provides operational leadership to a service/program or department by developing, interpreting and applying policies and strategies.  Major functions include: provides active supervision, education and training to Support Coordinators, oversight of consumer needs assessment, service planning, and budget development and monitoring outcomes incompliance with program expectations and fiscal responsibilities.


Position Qualification:

            Required:  Bachelor’s degree with a minimum of 3 – 6 years relevant experience.  Must possess valid PA Driver’s license, and have access to own transportation.  Act 33/34 clearances.  Computer competence with the ability to learn agency software.  Strong interpersonal skills, effective oral and written communication skills.

            Preferred:    Master’s Degree with 2 – 4 years of relevant experience.

Primary Responsibilities/Essential Functions*:

Responsible for the day-to-day operations of the ISC team.  Implement and maintain the agency’s policies and procedures in all clinical services and/or operational functions.  Provide successful conflict resolution with stakeholders including consumers, families, and agencies as needed.

With direction from director/ sr. manager, establish appropriate client and program outcome goals.  Produce and report statistical and/or client outcome indicator reports and focus on program and/or clinical activities in such a manner as to achieve established program and client outcome goals.

Ensure the operation of the department/program is in accordance with applicable licensing and/or regulatory compliance with county and state expectations.

Interview, hire and evaluate staff, maintain approved staffing levels and maintain affirmative action staff balances and requirement.

Responsible for the day-to-day supervision, training and development of staff to meet agency, department/program and regulatory standards.

Acknowledging staff member’s professional and career goals, and work with him/her to achieve those goals by mentoring, developing and/or encouraging further training and education.

Establish and maintain positive working relationships with consumers, families, individuals from outside agencies/organizations.

Establish a process of quality review and initiate actions to maintain and/or improve quality of service with regards to consumer needs, including and not limited to the ISP, and HCSIS implementation.  Implement plans to improve department/program and/or service quality as directed by the Sr. Manager and or Program Director

Participate in the periodic review of department and/or program service operation and development.

Responsible for the expenditure of revenues for the department/program according to established budgets.  Monitor individual consumer budgets within the program county allocation.

Ensure compliance with health and safety procedures and instruct staff accordingly.  Meet expectations established for Incident Management.
